Work-At-Home Money = Scam or Not?

I recently received a really great offer in the mail for a work at home "job." The concept was that everyone pays two dollars to get in and a monthly fee. The way you make money is by sending out postcards (at your own expense) to get other people to join. Each time another person joins, you get paid.

I thought about sending off my two dollar start-up cost and started researching this company. It turns out the entire thing is legitimate and legal BUT no one ever makes more than about ten dollars on the whole thing.

I'll keep my two dollars and invest it elsewhere. Does anyone have any thoughts on work-at-home income and what good chances have you encountered, and what scams have you accidentally fallen for?
